PROBLEM TO BE SOLVED: To provide an image forming apparatus capable of making electrophotographic images of fine fineness and satisfactory colors by using the image forming apparatus of a tandem system using image exposure with a short wavelength laser and to provide an image forming method. SOLUTION: The image forming apparatus forms the color images by arraying and providing a plurality of image forming units including exposure means etc., having an image exposure light source of semiconductor lasers or light emitting diodes of 350 to 500 nm in oscillation wavelength, successively superposing the respective color toner images formed on an organic photoreceptor by using toners varying in colors by each of a plurality of the image forming units on a recording material and transferring the same. wherein the surface layer of the organic photoreceptor contains fluorine-containing resin particulates≥0.02 to <0.20μm in average primary grain size and <90% in the degree of crystallization and has≥90°contact angle with water.
