<p>Disclosed is a phosphor which enables to prevent deterioration of luminance over time and deterioration of discharge characteristics at the same time. Also disclosed are a method for producing such a phosphor and a plasma display panel produced by using such a phosphor. Specifically disclosed is a phosphor having Mn as the luminescence center wherein the ratio of the activator concentration in the surface layer of a phosphor particle to the activator concentration in the inner portion of the phosphor particle is not less than 0.3 but not more than 0.7.</p>
