PROBLEM TO BE SOLVED: To provide a method capable of forming a painted film with uniform thickness by reducing defects caused by splash or drip of liquid. SOLUTION: Film painting liquid 21 is injected while rotating a cathode-ray tube panel 10 with an angleθ(tilt angle) of a rotation axis 30 to horizontal direction of +10°to -40°. In view of the face to be painted along the rotation axis, when an axis crossing the rotation axis, extending in horizontal direction is denoted as a first axis, and an axis crossing the rotation axis and the first axis is denoted as a second axis, and out of two areas at the upper side of the first axis separated by the second axis, the area at the upstream side in rotation direction of the face to be painted is denoted as a first area, and the area at the downstream side is denoted as a second area, the painting liquid is injected in the first area when the viscosity of the painting liquid is lower than 5 cp, and injected in the second area when the viscosity is higher than 5 cp.
