PROBLEM TO BE SOLVED: To provide a blur compensating device for compensating blur correctly according to whether movement of an object in image is caused by blur or panning/tilting. SOLUTION: The blur compensating device includes a moving vector detecting circuit for detecting a movement of an object in image based on an image signal of a moving image generated from an pick-up unit; a memory read control circuit for designating a memory address for cutting out part of the image signal so that the movement of the object in detected image becomes smaller; a counter unit 24 for counting the number (COUNT) of times whenever the amount of movement in the same direction becomes larger than a prescribed threshold value based on the detected result of the movements of i times in time series by the movement vector detection circuit, and a count determining unit 25 for determining whether the COUNT counted by the counting unit 24 is larger than the prescribed count threshold value THR_C or not and reducing the compensation value or stopping the compensation under control if the COUNT is larger.
