PROBLEM TO BE SOLVED: To enable a mobile communication network to control a mobile communication terminal such as a cellular phone with respect to approval/disapproval of reception of broadcast waves. SOLUTION: A reception start notification transmission unit 11 of the cellular phone 10 sends an administration system 20 a reception start notification for starting reception of the broadcast wave by a broadcast wave receiving unit 15 and a telephone number of the cellular phone 10. The administration system 20 extracts reception approval/disapproval information corresponding to the received telephone number, which is sent to the cellular phone 10. A reply receiving unit 12 of the cellular phone 10 determines if the reception approval/disapproval information received from the administration system 20 approves reception or not. If the reception is disapproved, a reception prohibition unit 13 of the cellular phone 10 disallows the reception of the broadcast wave by the broadcast wave receiving unit 15, while if the reception is approved, a reception starting unit 14 of the cellular phone 10 starts the reception of the broadcast wave by the broadcast wave receiving unit 15.
