PROBLEM TO BE SOLVED: To improve uniform polishing force of a pressed wheel using a nonwoven fabric polishing material and followability in relation to the surface of a workpiece, and to unnecessitate a dressing work. SOLUTION: A plurality of sheets of nonwoven fabric polishing materials are pressurized and fixed to form a rectangular nonwoven fabric block body of a proper width, thickness and length. The nonwoven fabric block body is pressurized so that only the thickness dimension may be changed in its shape. A temporarily reducing block body the volume of which is temporarily reduced into about 10% to 60% is formed. Many temporarily reducing block bodies are radially mounted so that a volume restoring direction of each of the temporarily reducing block bodies may be the circumferential direction in relation to an outer peripheral surface of a cylindrical wheel. In this case, a shock absorbing material having thickness of about 1mm to 10mm is provided on the outer peripheral surface of the cylindrical wheel. COPYRIGHT: (C)2006,JPO&NCIPI
