PROBLEM TO BE SOLVED: To provide a data conversion circuit and an image forming apparatus capable of simplifying the circuitry. SOLUTION: A data buffer 11 stores packed data, a register 12 for decision indicates whether the data stored in the data buffer 11 is valid data, a counter 13 for writing indicates in which position of the data buffer 11 the packed data is written, a counter 14 for reading indicates from which position of the data buffer 11 data to be unpacked is read, a writing decision part 15 decides at which position of the data buffer 11 the data is written, on the basis of the value of the counter 13 for writing and the value of the register 12 for decision and a reading decision part 16 decides from which position of the data buffer 11 the data is read, on the basis of the value of the counter 14 for reading and the value of the register 12 for decision.
