PROBLEM TO BE SOLVED: To reduce an amount of a catalyst metal used by reducing an amount of the invalid catalyst metal. SOLUTION: An oxide covering film 3 is formed on a surface part of a porous metal foil 2 of Ni becoming a carrier. Pt as the catalyst metal 4 is directly deposited on the surface of the oxide covering film 3 and is carried, and at this time, Pt is deposited in a nano particle form by a spattering method to produce a catalyst product 1. The carrier is made to the porous metal foil 2 having a large surface area and the catalyst metal 4 is directly deposited on the surface formed with the oxide covering film 3. Thereby, the amount of the invalid catalyst metal 4 carried in a matrix material and being not concerned in a catalyst reaction is reduced and a specific surface area is increased by making the catalyst metal 4 to the nano particle form. By previously forming the oxide covering film 3 on the surface part of the porous metal foil 2, the catalyst metal 4 is covered with the parent material oxide of the porous metal foil 2 and fear of reducing the catalytic function is prevented.
