PROBLEM TO BE SOLVED: To provide a toilet seat device capable of performing efficient heating with small power consumption and being manufactured easily at a low cost, and a sanitary washing device provided with it. SOLUTION: The toilet seat device 400 is constituted of a toilet seat casing 405, a linear heater 10 and a power supply circuit 490. The toilet seat casing 405 is formed of an alloy with excellent heat conductivity and is provided with the linear heater 10 inside. Also, the linear heater 10 is arranged so as to meander over the entire back surface of the toilet seat front plate of the toilet seat casing 405 at equal intervals.
