PROBLEM TO BE SOLVED: To provide a reinforcing composite panel for a concrete structure, stable in quality and lightweight with excellent workability, and to provide a reinforcing method. SOLUTION: The reinforcing composite panel 1 comprises an incombustible or flame resistant panel 10 and a fibrous reinforcing sheet 20 bonded to one face of the panel 10. The reinforcing sheet 20 has a joint margin 21 projected by a fixed width from the outer periphery of the panel 10. The reinforcing composite panel 1 is fixed to the surface of the concrete structure to be reinforced, in the facing state of the surface of the reinforcing sheet 20, and an auxiliary panel 30 for closing a joint part 7 formed at joint margin portions positioned between the adjacent panels 1, is stuck to the joint part 7.
