PROBLEM TO BE SOLVED: To provide a rotating device for rotating a rotor by a predetermined angle. SOLUTION: With gas generated by a power cartridge 11, linear motion of a piston 18 and an inner tube 24 is started. Torque is given to a shaft 20 by a rack mechanism 17 and a pinion mechanism 19.
