PROBLEM TO BE SOLVED: To provide a lubricating resin composition satisfying the whole of lubricity (press molding processability), film-removability (alkali cleanability) and blocking resistance as a coat-forming agent for lubrication for precoat; and a lubricating resin-coated metal plate having the wholly excellent lubricity (molding processability), film-removability and blocking resistance by using the lubricating resin composition. SOLUTION: The lubricating resin composition comprises (A) a water-soluble resin having≥50°C melting point or lower limit of the melting range as a matrix resin, (B) a lubrication-imparting agent enclosed by a capsule, and (C) a lubrication-imparting agent having≥50°C melting point or lower limit of the melting range, and not enclosed by the capsule.
