<p><P>PROBLEM TO BE SOLVED: To provide peripheral equipment and configuration to reduce power consumption of a peripheral equipment control device. <P>SOLUTION: The peripheral control device connected with a bus for controlling the peripheral equipment to a processing means such as a processor connected with the bus, comprises an activation start detecting means for detecting the start of access from the processing means, an activation termination detecting means for detecting the termination of operation based on the access, and a power consumption control means for controlling the power consumption of the peripheral control device according to outputs of the activation start detecting means and the activation termination detecting means. Thus the power consumption of the peripheral equipment and the peripheral equipment control device can be reduced. Further a LSI for peripheral control capable of minimizing the power consumption while reducing the load of an external processor or the like can be provided. Further the power consumption in a waiting state of command from the external process or the like can be reduced in the peripheral control device, and high responsiveness can be maintained.
