PROBLEM TO BE SOLVED: To provide an outgoing/incoming call regulation device for restraining the consumption of a battery and regulating the outgoing/incoming call of a mobile in a prescribed space. SOLUTION: An antenna 1 receives a 2 GHz-band signal and an 800 MHz-band signal transmitted from a radio base station. A frequency converter 2 converts a 2 GHz-band signal to an 800 MHz-band signal, and converts an 800 MHz-band signal to a 2 GHz-band signal. An antenna 5 transmits a signal whose band is changed by the frequency converter 2 into a prescribed space. A level adjuster 2 adjusts the power of a signal transmitted from the antenna 5 so that the mobile reaches a wait state by the signal received from the antenna 5 in the prescribed space.
