PROBLEM TO BE SOLVED: To prevent that the execution of a speculative fetch eventually deteriorate the latency of memory access. SOLUTION: A busy control part 450 controls the loaded state of a BUS-SC<SB>3</SB>-MAC<SB>1</SB>710, and when highly loaded, notifies a speculative fetch issue part 440 that the BUS-SC<SB>3</SB>-MAC<SB>1</SB>710 is highly loaded. The speculative fetch issue part 440 suppresses the issue of the speculative fetch when the BUS-SC<SB>3</SB>-MAC<SB>1</SB>710 is highly loaded.
