CODING METHOD AND DEVICE, DECODING METHOD AND DEVICE, AND PROGRAM THEREOF

PROBLEM TO BE SOLVED: To provide a coding method for encoding data on the number of non-0 coefficients of conversion coefficients obtained by orthogonal conversion of image block data of a second block size which is more than twice as large as a first block size, based on corresponding relation data conforming to the first block size.

SOLUTION: A subblock generating circuit 52 divides a coefficient of 8×8 orthogonal conversion into subblock data. A two-dimensional reversible coding circuit 54 encodes the data on the number of non-0 coefficients, TotalCoeff of a subblock away from a direct current component by selecting conversion table data for assigning the encoding code of a short bit length to data on the number of non-0 coefficients indicating zero.
