PROBLEM TO BE SOLVED: To provide a device for applying a substance onto eyelashes and/or eyebrows further facilitating application of makeup by increasing the number of teeth to enhance the consequent effect while preventing the eyelashes from passing between the teeth. SOLUTION: The applying device has a support 10 extending along a longitudinal axis Y, and a first row 20 of teeth and a second row 30 of teeth integrally formed as a single piece with the support. The teeth are connected to the common side face of the support and extend over at least one fourth of a length of the support. At least one of the first and second rows comprises two teeth each extending, at least partially, on either side of separation surfaces S1, S2 extending along that row.
