A finely-ground high-density plastic is first used as an adsorption matrix. The result is mixed (5) with 1 vol% liquid sodium silicate of density less than 1.6 and a hydraulic binder e.g. a cement at the rate of 10%-15%, all percentages being based on the volume being treated. The material is then pressed in a sludge press, at ambient temperature and in situ. The rate of processing is 20 m3>/h. The product, a synthetic rock, assures permanent, long-term physical and chemical fixation of the pollutants, without emissions. The treatment is applied to stored sludge or mud. It is reduced to a grading suitable for the treatment. Its dryness is measured and verified to lie between 65% and 75%. It is introduced into a hopper with a continuous screw conveyor (4), carrying it into a variable-volume mixer. Sufficient fine plastic (6) is added to complete the specific adsorption duty, followed by sodium silicate and cement. The exothermic reaction forms a stable, inert synthetic stone. The homogenized mixture is pressed to a defined shape. The stone is removed on a dedicated conveyor belt. Independent claims are included for a synthetic stone so produced and a plant for the process. The synthetic stone produced, forms a sub-layer in road construction, or a stabilizing sub-layer for landfill waste disposal sites.
