PROBLEM TO BE SOLVED: To provide a low-viscosity polymer polyol and to provide a method for preparing the low-viscosity polymer polyol. SOLUTION: The polymer polyol is one having a solids content of at least 30 wt.% based on the total weight of the polymer polyol and containing a product obtained by polymerizing (A) a base polyol, (B) a preformed stabilizer, and (C) an ethylenically unsaturated monomer in the presence of (D) a radical polymerization initiator and (E) a polymer regulator, wherein the total amount of the polymer regulator present in the polymer polyol is in the range of above 5 to 20 wt.% based on 100 wt.% polymer polyol, the entire polymer regulator comprises (i) 0 to 95 wt.%, based on 100 wt.% (i) and (ii), polymer regulator derived from the preformed stabilizer and introduced into the polymer polyol by the preformed stabilizer and (ii) above 5 to 100 wt.%, based on 100 wt.% (i) and (ii) separately added polymer regulator other than the preformed stabilizer.
