PROBLEM TO BE SOLVED: To provide a filter element which reduces variations of noise damping characteristics even if there are considerable variations in output impedance of a noise source. SOLUTION: The filter element comprises: a coil portion 5 constructed by overlapping and winding a signaling electrical belt-like conductor and a grounding electrical belt-like conductor via belt-like insulators; an input terminal 2 connected to a terminal side positioned on an outer circumferential of the coil portion 5 in the signaling electrical belt-like conductor and drawn out from the outer circumferential of the coil portion 5; and an output terminal 3 connected within a 1/3 area of the total length of the signaling belt-like conductor around a central point in the signaling belt-like conductor along with the direction of its length.
