PROBLEM TO BE SOLVED: To reduce the potential difference generated across a minute gap, between a spacer and a face plate. SOLUTION: An image forming apparatus includes a first substrate having a conductive material; a second substrate, having an electrode and an anode electrode connected to the electrode via a resistor; and a spacer which abuts against the conductive element, the electrode and the anode electrode to regulate the distance between the first and second substrates. A first resistor film, covering a side face of the spacer and electrically connected to the conductive element, the electrode and the anode electrode, and a second resistor film, covering a portion of the spacer facing the resistor and electrically connected to the electrode and the anode electrode satisfy the relational expressions: (sheet resistance value of the second resistor film)<(sheet resistance value of the first resistor film); and (resistance value between the connection part of the second resistor film to the electrode and the connection part thereof to the anode electrode)>(resistance value of the resistor).
