PROBLEM TO BE SOLVED: To precisely and efficiently measure adhesion and frictional force between powders such as toner for electrophotography. SOLUTION: A adhesive layer 11 is provided to adhere the powder A on a sample substrate 2, the powder A is adhered to the adhesive layer 11, then the powder B is adhered on the powder A not to bring particles of the powder B into contact with each other, the powder B is separated from the powder A by centrifugal separation to be adhered onto a receiving substrate having a powder adhering face provided separatedly from the sample substrate 2, a particle size d of the powder B adhered to the receiving substrate is measured, centrifugal force Fc acting on a powder B particle is calculated in a revolution frequency f (rpm), as to the measured powder B particle, pursuant to a calculation expression, and the adhesion between the powder A and the powder B is found thereby.
