PROBLEM TO BE SOLVED: To prepare a water-based solid cosmetic which is superior in freshness when it is applied, good in extending and spreading on the skin, satisfactory in cosmetic persistency, and furthermore, superior in stability with time. SOLUTION: The water-based solid cosmetic provided is characterised by blending the following components; a fatty acid or a fatty acid soap (a), a cation polymer (b), and water (c). Also, the water-based solid cosmetic is characterised in that the blending mass ratio of the component (a) to the component (c), is 0.05 to 0.3, and that of the component (a) to the component (b) is 10 to 500.
