PROBLEM TO BE SOLVED: To fabricate an optical functional circuit which conducts a plurality of functions on a substrate. SOLUTION: The optical functional circuit is provided with an undulation propagation medium in which a spatial distribution of refractive indexes, determined so as to make an optical signal incident from an input port be branched with multiple scattering corresponding to refractive indexes possessed by respective virtual pixels delimited with a virtual mesh and be emitted from an output port, is formed, wherein each pixel has a high refractive index part corresponding to a core and a low refractive index part composed of a void and realizes the function by making an arbitrary material be injected in the void.
