<p><P>PROBLEM TO BE SOLVED: To avoid the congestion in a virtual LAN to prevent adverse influences on the traffic of other VLAN groups, even if the traffic is biased in a group having the same virtual LAN identifier. <P>SOLUTION: In a virtual LAN, the traffics at edge nodes are measured to estimate an ingress node and an egress node having large traffic volumes.
