PROBLEM TO BE SOLVED: To provide a matte powder coating composition capable of obtaining matte coating films of a variety of colors by a fewer assortment, and to provide a method for forming matte coating films using the matte powder coating composition. SOLUTION: The matte powder coating composition comprises an achromatic- or chromatic-color powder coating (A) containing a resin, a curing agent and a colorant and an achromatic-color powder coating (B) containing a resin, a curing agent and a colorant. The gelation time of the powder coating (B) is 1,200 seconds or less, which differs by 400 seconds or more from that of the powder coating (A).
