PROBLEM TO BE SOLVED: To alleviate user's responsibility and to assure security of a medium. SOLUTION: When write processing of data in a recording medium is started by a medium creating device 2, a medium assurance management device 1 issues a content assurance number to be uniquely set to the data write processing (a step of S1). Next, when content assurance information based on a check result of the security by the medium creating device 2 is acquired, it is associated with the content assurance number and stored in a content assurance Db 1a (a step of S2). In the medium creating device 2, data writing is normally completed by establishment of content assurance. When the normally completed recording medium 3 is used, the content assurance number is acquired from a user terminal 4, content assurance information corresponding to the content assurance number is retrieved and transmitted to the user terminal 4 (a step of S3).
