PROBLEM TO BE SOLVED: To provide shielding concrete considering radiation for reliably and inexpensively reducing the radiation of concrete for shielding radiation, and to provide a method for constructing the shielding concrete. SOLUTION: The shielding concrete of walls 12, 13 and a ceiling 14 around a radiation treatment room 10 in which a radiation source 11 is installed is placed by using a placing form made of low-radiation concrete. For a floor 15, the shielding concrete is placed, low-radiation concrete is placed for constructing a low-radiation layer 16, and the whole inside of the radiation treatment room 10 is activated to a low level.
