<P>PROBLEM TO BE SOLVED: To provide a developless lithographic printing plate and an original plate, into which picturizing can be possible by laser beam in near infrared region and which requires neither developing nor wiping-off operation is necessary and more precisely the developless lithographic printing plate and the developless lithographic printing original plate, the plate-inspecting properties and hydrophilicity of a non-image part of which are improved. <P>SOLUTION: In this developless lithographic printing original plate, a sensitizing layer is formed on a support through a ground layer containing a surface active agent.
