PROBLEM TO BE SOLVED: To provide a target detector and a target detection method for detecting various targets, such as pathogenic substances, biological substances, and toxic substances, without using any expensive measurement instrument, etc., with little measurement errors, simply, rapidly, and efficiently, with extremely high sensitivity, and further for performing quantitative determination, and to provide a base material for target detection suitably used therefor and its efficient manufacturing method. SOLUTION: This base material for target detection is capable of emitting illumination light as interference light and used for detecting a target by detecting a change in wavelength of the interference light occurring when a target interaction part interacts with the target. The base material has a plurality of pores. The base material is characterized by having the interaction part capable of interacting with the target on at least a part of an exposed surface on a side where the plurality of pores are formed.
