PROBLEM TO BE SOLVED: To provide data that are highly convenient constantly and can also be utilized easily while retaining conditions such as a decrease in data, the ease of browse and selection, and the generalization of data formats, requested to images accumulated on an HDD or the like. SOLUTION: When accumulating on the HDD after scanner correction, input images are divided into test, figure, and photograph image regions by an accumulation data converter 30, and layered according to their attributes, and the data format is converted by using a compression system (by a system such as MH/MMR for characters other than character codes, figure data or the like, and by a system attaching importance to the image quality/gradation of JPEG or the like for the photograph region or the like) according to its hierarchy. Image information and hierarchy data are managed used for controlling the restoration processing of image data at a bit map development section 40 when outputting an accumulated image, and further are selectivity given to data to be utilized as an output.
