PROBLEM TO BE SOLVED: To provide a gear grinding device and a gear grinding method for accurately grinding a gear (a shaving cutter) into target tooth profile shape. SOLUTION: The gear grinding device comprising a grinding wheel 14 for grinding a workpiece (the gear or the shaving cutter) S, and a face dresser device 11 for dressing the grinding wheel 14, is provided with a target tooth profile shape setting part 21 for setting the target tooth profile shape of the workpiece S based on a bias correction quantity applied to the workpiece S; a tooth profile round shape computing part 22 for previously computing tooth profile round shape formed at the workpiece S based on the target tooth profile shape; a tooth profile correction shape computing part 31 for computing the tooth profile correction shape formed at the grinding wheel 14 based on the tooth profile round shape; and a dresser control part 32 for controlling the face dresser device 11 based on the tooth profile correction shape.
