PROBLEM TO BE SOLVED: To detect deterioration of a part of a plurality of cells constituting a battery pack. SOLUTION: A count value of a cell voltage fall counter is increased by 1 when a cell voltage is lower than a threshold value voltage Vt, and a count value of an average voltage fall counter is increased by 1 when an average voltage is lower than the threshold value voltage Vt in comparison of the average voltage of the cell and the threshold value voltage Vt. When the count value of the cell voltage fall counter reaches a given number of times N, it is judged whether a result T of the count value of the cell voltage fall counter at that time with the deducted average voltage fall counter is larger or not than a given value M. If the deduction result T is larger than the given value M, it is judged that a part of the plurality of cell constituting the battery pack is deteriorated. COPYRIGHT: (C)2006,JPO&NCIPI
