PROBLEM TO BE SOLVED: To solve a problem that even if a suitable initial integral term Ist is programmed at start of operation, an optimum integral term is shifted from the programmed initial integral term Ist due to a variation of individual differences immediately after start of the operation and time when an actual operating condition is converged to a target operating condition is extended, although it is desirable that the actual operating condition is converged to the target operating condition for a short time immediately after start of the operation. SOLUTION: Immediately after start, a "correction idle torque (PID value)" when actual engine speed NE is converged to target idle engine speed NEF is stored in a memory means as a start value. At start of next feedback control, idle control is performed by using the start value stored in the memory means. Since the "correction idle torque (PID value)" when the actual engine speed NE is converged to the target idle engine speed NEF is a value for absorbing and correcting the variation, the actual engine speed NE can be converged to the target idle engine speed NEF for a short time immediately after start.
