PROBLEM TO BE SOLVED: To alleviate a burden on a reception-side communication apparatus.

SOLUTION: This communication apparatus is provided with: a control part 41 for selecting any one modulation system of a plurality of modulation systems; a modulating part 44 for modulating a signal by using the modulation system selected by the control part 41; a non-adaptive modulation region calculating part 42 for determining a transmission power when a signal is transmitted for each modulation system to be used when the signal is modulated by the modulating part 44; and a radio part 46 for transmitting the signal modulated by the modulating part 44 with a transmission power to be determined by the non-adaptive modulation region calculating part 42.
