PROBLEM TO BE SOLVED: To provide a surface stabilizing method for enhancing the effect of restraining the ground by using a net. SOLUTION: In this slope stabilizing method for installing anchors 1 on a slope in a distributed manner and laying the net 2 on the slope, the net 2 near the anchor is pulled into an anchor hole 6 so that a tensile force can be applied to the net 2. In an example shown in Fig., a pull-in fitting 12, into which an anchor bolt 1 is screwed, is screwed to be moved downward, and the net 2 which is engaged with the pull-in fitting 12, is pulled into the anchor hole 6. Since the net 2 is pulled into a tensioned state, a load is immediately transferred to the anchor 1 above the slope via the net 2 on the occurrence of the displacement of a clod, and a ground restraining action is exerted at the early point of the microdeformation of the clod.
