PROBLEM TO BE SOLVED: To provide a convenient and safe free gradient side ditch used for irrigation and draining in common, for arranging a flash board for inserting a draining sheathing board into the free gradient side ditch, due to being very dangerous work by becoming a hindrance to traffic for damming up, taking and draining flowing water by a sandbag by rolling up a cover plate of the continuous free gradient side ditch. SOLUTION: A semi-elliptic cutout part 2 is arranged in the free gradient side ditch 1 as a water flash board, and the sheathing board 3 attached with a grip 4 is inserted along a flash board groove 6, and the flowing water is taken in by a damming-up drain port 5. Or a dummy sheathing board 11 attached with a grip 12 is inserted into the flash board groove 6 in the semi-elliptic cutout part 2 as the water flash board unused due to a water bidirectional coping type. In draining, a drain flow rate is adjusted by the height of the water drain port 5, by inserting the draining sheathing board 8 along a groove 9 from the draining flash board 7 arranged in a cover opening part 10 of the free gradient side ditch 1.
