A wireless access inhibition can be ensured even for such mobile units that ignore regulation signals for regulating wireless accesses. There are included a control channel transmission/reception control part for controlling control channel transmissions and receptions; a control slot construction/separation part for performing control physical slot constructions and separations based on a control of the control channel transmission/reception control part; a traffic concentration determination part for monitoring the traffic status of wireless lines to determine whether the traffic is concentrated; and a unique word pattern storage part for storing a unique word pattern to be designated when the control channel transmission/reception control part sends a control physical slot construction request to the control slot construction/separation part. When regulating the accesses from mobile units to the base station based on the monitor result of the traffic concentration determination part, the control slot construction/separation part changes the unique word pattern to be set in the control physical slot to a pattern other than the patterns as specified in standards.
