PROBLEM TO BE SOLVED: To provide an inorganic dispersion type EL element having a new structure capable of emitting light with high brightness for a long period without spoiling its light weight and flexibility. SOLUTION: The inorganic dispersion type electroluminescent element has a paired electrodes composed of a back face electrode 1 and a transparent electrode 10, and at least a light emitting layer 3 laid between the paired electrodes. The transparent electrode 10 has two or more of transparent conductive layers (12, 13) different from each other, on a flexible transparent base material 11. At least one layer out of the transparent conductive layers is an ITO film 12. At least one transparent conductive layer 13 located at a position nearer to the light-emitting layer side than the ITO layer is composed of tin oxide or zinc oxide which may be doped with one element selected from among fluorine, antimony, aluminum, gallium and boron.
