PROBLEM TO BE SOLVED: To provide a panel for picture display, which can be filled with a picture display medium even after substrates are superposed to each other, which is easily produced and is excellent in durability and low-cost, a method for manufacturing the same, and a picture display device. SOLUTION: In the panel for picture display, displaying a picture by forming a plurality of cells partitioned with partition walls 4 between the two substrates which are placed opposite to each other and of which at least one is transparent, sealing the picture display medium 3 in the cells, and making the picture display medium be transferred by applying an electric field to the picture display medium, the panel for picture display has a structure comprising spaces with sizes making the picture display medium 3 pass through them arranged on a part of the partition walls 4 to form the cells by partitioning. Then, after the two substrates are superposed to each other, the panel for picture display is obtained by injecting the picture display medium between the substrates from a side face of the panel together with a medium in which the picture display medium is dispersed, and making the picture display medium be transferred between the substrates while applying an electric potential with a polarity opposite to a charge polarity of the picture display medium to electrodes disposed on the substrates of both sides so as to fill the cells with the picture display medium.
