An electromagnetic wave shielding device (1) has a transparent base material (11), an adhesion layer (13) provided according to need, an electromagnetic wave shielding layer (15), and a transparent resin layer (17). The electromagnetic wave shielding layer (15) has a mesh section (103) facing a screen section (100) of an image display device, a transparent resin layer anchor section (105) surrounding the peripheral edge of the mesh section (103) and including an opening (105a) having the same open area ratio as an opening (103a) of the mesh section (103), and a frame section (107) surrounding the outer periphery of the transparent resin layer anchor section (105) and having no opening. A transparent resin layer (17) covers the surface from the mesh section (103) across to the transparent resin layer anchor section (105) and fills and covers the openings (103a, 105a).
