<p><P>PROBLEM TO BE SOLVED: To provide a method for compensating a motion of a moving picture by which the quantity of encoded information of a motion vector with a motion compensation method can be controlled while taking into account the entire encoded information. <P>SOLUTION: The deterioration of predictive characteristics is prevented by setting that a differential value to be subtracted from an evaluation value becomes smaller as a quantization step width gets small, by a quantization parameter for determining the quantization step width in the case of quantizing a transform coefficient. <P>COPYRIGHT: (C)2006,JPO&NCIPI</p> |
