PROBLEM TO BE SOLVED: To fabricate an electrochromic element with high light transmittance. SOLUTION: The electrochromic element is constructed with first and second electrodes formed on an insulating substrate, and a conductive layer formed in contact with the insulating substrate and the first and second electrodes. Thereby the light transmittance of the element is improved because the electrode layer operates with only one layer.
