PROBLEM TO BE SOLVED: To obtain a plant-activating agent making hormone secretion of a plant flourishing and capable of miraculously enhancing effect on plant activity by sufficient nutrient uptake, because the plant-activating agent has a sufficient amount of iodine and a nutrient in which a sugar is added to minerals of seaweed. SOLUTION: The plant-activating agent is obtained by boiling a seaweed with water in an amount required for extraction, mixing the extract with iodine in a weight ratio of (1/40) to (1/60), pouring sugar in (1/2) to (1/4) weight ratio of sugar content based on the mixed liquid content into the mixed liquid to prepare a stock solution, adequately diluting the stock solution and applying the diluted stock solution to the plant.
