<P>PROBLEM TO BE SOLVED: To provide a recording medium substrate on which a electroless plating film having satisfactory film quality can be layered, to provide the recording medium substrate having the electroless plating film having satisfactory film quality, and to provide a recording medium. <P>SOLUTION: The recording medium substrate X1 has a base film 12 for forming the electroless plating film on the surface thereof or has the base film 12 and the electroless plating film 32 formed thereon. The base film 12 contains an alloy containing one metal element selected from Co and Cu and an element having an ionization tendency higher than that of the one metal element.
