CARD ISSUING SYSTEM, ISSUING TERMINAL DEVICE, AND PORTABLE ELECTRONIC DEVICE

PROBLEM TO BE SOLVED: To immediately issue a slave card 14 without retaining a command for issuance or issuance data in a terminal 11 and prevent illegal issuance of the slave card 14, thereby enhancing the security of an entire card issuing system.

SOLUTION: An IC card in its initial state that is subjected to an issuing process as the slave card 14 corresponding to a master card 13 already issued is stored in the terminal 11. An application is made for issuance of the slave card on the basis of the data read from the master card 13, and if the issuance of the slave card is permitted upon the application for its issuance, a telegram indicating its issuance is directly supplied from an issuance management device 15 via the terminal 11 to the IC card 14 in its initial state to cause the IC card 14 itself to implement a process for issuing the slave card.
