PROBLEM TO BE SOLVED: To realize desired ride quality and to increase the quantity of oil in putting oil lock in practice. SOLUTION: An upper spring receiver 5 for locking an upper end of a suspension spring S for energizing a hydraulic buffer composed of a car body-side tube 1 and a wheel-side tube 2, and having a damper part on an axial center part in the expanding direction, is formed into the approximately cylindrical shape, an oil lock case for conducting the oil lock is constituted by permitting a head part 3a of a cylinder body 3 or an oil lock piece 7 held by the head part 3a to be introduced inside thereof at the damper part, and a hole 5a is formed on its lower-half side to communicate inner and outer parts and to be functioned as a throttle in passing the operating oil.
