PROBLEM TO BE SOLVED: To accurately obtain the remaining capacity by utilizing advantages of both the remaining capacity by current integration and the remaining capacity based on an open circuit voltage, and to speedily converge it to a true value also when the calculation result of the remaining capacity becomes abnormal. SOLUTION: When it is determined that the remaining capacity before one calculation cycle is not normal, the difference between the remaining capacities SOCc and SOCv lies within a reference value, and an approximate value of the remaining capacity can be calculated with terminal voltage of a battery, a remaining capacity table is referred to using battery temperature and the terminal voltage, and the remaining capacity obtained from the table is calculated as the approximate remaining capacity (S2, S10, S12, S13). The remaining capacity of the current integration calculated using the approximate remaining capacity as an initial value and the remaining capacity by the open circuit voltage are synthesized using the weight. Thus, the remaining capacity accurately is obtained by utilizing advantages of both the current integration and the open circuit voltage, and it can be speedily converged to the true value also when the calculation result becomes abnormal.
