PROBLEM TO BE SOLVED: To reduce an available energy loss by effectively using the energy of a synthetic gas. SOLUTION: The device comprises a superheater 24 using the heat of the synthetic gas generated in an ATR (auto thermal reformer) 4. A first quencher 25 and a second quencher 26 generating steam by cooling the synthetic gas 8 are provided on the downstream side of the superheater 24. Saturated steam 34 generated by the first quencher 25 and the second quencher 26 and taken therefrom is overheated so as to be efficiently used for operation of a turbine. The overheating of the saturated steam 34 is performed in the superheater 24 using the synthetic gas 8 independently from a heating furnace.
