PROBLEM TO BE SOLVED: To provide an optical signal exchange device of which the polarization dependence is reduced. SOLUTION: Improvement is added to an optical signal exchange device which outputs an input optical signal from a desired output port out of a plurality of arranged output ports. The device comprises: a separation element to output an optical signal separated into first and second polarization components with 90°difference; a first plane of polarization control element to rotate a plane of polarization of the one optical signal out of the separated optical signals by 90°; a first carrier injection optical waveguide type optical switch to output the other optical signal from the separation element by changing the route over to the desired output port side; a second carrier injection optical waveguide type optical switch to output an optical signal from the first plane of polarization control element by changing the route over to the desired output port side; a second plane of polarization control element to rotate a plane of polarization of an optical signal from the first carrier injection optical waveguide type optical switch by 90°; and a combiner to couple optical signals from the second carrier injection optical waveguide type optical switch and from the second plane of polarization control element and to output the coupled optical signals to the output port.
